Born inJerusalem, he studied law at theHebrew University of Jerusalemand served on the Jerusalem city council. In the seventh and eighthKnesset, as a member of theHerut, he sat on the Finance Committee, and in the ninth Knesset, he was a member of both the Defense and Foreign Affairs Committee and the House Committee, as well as Herut coalition chairman. On 5 August 1981, he was sworn in as minister of transport and served in that position in theGovernment of National Unity.
